  • Installing or modifying equipment regulated by the Massachusetts State Building Code (780 CMR)

What doesn’t require a building permit in Brookline?

Basic cosmetic work doesn’t require a permit unless it involves changes to structure, code-regulated systems, or occupancy.

This includes minor interior finishes, such as painting, tiling, or installing cabinets (if no structural or system modifications are involved).

Projects in owner-occupied single- or two-family homes may be exempt from contractor licensing requirements, though other permitting still applies.

Who oversees permits in Brookline?

Brookline building permit fees are relatively straightforward, and fees are the same across many projects. The minimum permit fee is $50.

Building permits (and demolition permits) cost $20 per $1,000 of construction value (or fraction thereof).

In Brookline, MA, all trade permits are priced the same:

Electrical, plumbing, gas fitting, and mechanical permits all cost $20 per $1,000 of construction value (or fraction thereof).

Minimum fees of $50 still apply to trade permits.

How to get a building permit in Brookline

Step 1: Gather your documents

Before starting your Brookline building permit application, prepare the following:

  • Site or architectural plans (PDF format recommended)
  • Scope of work and valuation estimate
  • Contractor license: CSL (Construction Supervisor License) and/or HIC (Home Improvement Contractor Registration), if applicable

Step 2: Create an Accela account & apply online

Then, go to the Brookline Accela Citizen Access portal, create or log in to your account, and start a Brookline permitting application.

  1. Select permit type
  2. Upload documents
  3. Pay the initial application fee

Step 3: Plan review

Various departments (Building, Zoning, Fire, Health, etc.) will review your submission for code and regulation compliance. In some cases, you may receive comments and be required to submit revisions.

Step 4: Pay final fees & receive permit

Once your Brookline building permit application is approved, you’ll receive a final invoice. Pay online through Accela or in person. Once the permit is issued, it should be posted visibly at the job site.

Step 5: Schedule inspections

Step 6: Close out

At this stage, you should:
